Money and Muscle Power Rules the Roost at Student Body Polls

Chandigarh: The UT police have prepared a list of student leaders booked in various criminal cases during the previous student body polls. The report mentions the list of student leaders and incidents, revealing how they could create a law-and-order problem during this year's polls too.

The report states in the past, prominent student leaders had been booked in as many as 27 criminal cases, including opening fire, endangering life, attempt to murder, rioting and assault, and that they come into the violence mode at the time of polls every year.

Compiling the data of such cases between 2008 and 2014, the report clearly states how the crime graph suddenly increased during the poll time with student organisations indulging in violence to win over students' confidence.

All eight student bodies - Panjab University Student Union (PUSU), Students Organisation of Panjab University (SOPU), Hindustan Student Association (HSA), Akhil Bharatriya Vidyarthi Parished (ABVP), Indian National Student Organisation (INSO), National Student Union of India (NSUI), Student Organisation of India (SOI) and Student Federation of India (SFI) - hired goons to create a sense of fear among students, says the report.

It also list out some of the incidents revealing how these student leaders indulged in violence to show their dominance. On June 18, 2013, a scuffle had occurred between the PUSU leaders, led by Yadwinder Singh alias Rommy, and the other group of PUSU, led by Baljit Chaudhary.

A case under Sections 147 (rioting), 148 (armed with deadly weapon), 149 (unlawful assembly guilty of offence commit­ted in prosecution of common object), 341 (punishment for wrongful restraint), 427 (mischief causing damage to the amount of `50), 506 (punishment for criminal intimidation) of the Indian Penal Code was registered at the Sector-11 police station.

Similarly, on July 5, 2013, in a scuffle between the NSUI, NSO and HAS members, a student, Bhagwan Ram, was injured. A case under Sections 147,148,149, 323 (punishment for voluntarily causing hurt) and 307 (attempt to murder) of the IPC was registered.

On February 3, 2012, during a blood donation camp organised by PUSU leaders, a scuffle had occurred between PUSU and SOPU members. SOPU leaders, Robin Brar, Jaswinder Singh alias Jassi, Vikram Singh alias Bakra, Barinder Dhillon, Harashwardan, Manjinderjit Singh, Sanjeev Kamboj, Pushpinder Sharma, Amandeep Singh, Jagpreet Gill, Inderpreet Singh Gill and Harpreet Multani, and PUSU leaders, Taranjit Singh, Janian Parkash, Jajwinder Singh, Chandan Rana, Gurpreet Singh, Karan Chopra, Gurwinder Singh, Satinder Singh, Harmant Prashar, Sukhjit Brar and Dhrupinder Brar (Cherry Brar) were booked in a cross case under Section 107/151 of the CrPC.

The report states these fights were not limited to the university campus only.

On February 6, 2012, in a scuffle between PUSU and SOPU leaders, PUSU leaders Baljit Singh and Mandeep Singh fired gun shot at SOPU leader Rashpal Singh at Phase 7 market in SAS Nagar. Rashpal was seriously injured and a case under section 307 was registered against the accused.

Similarly, SOPU members attacked PUSU members at a cultural night organised by PUSU at DAV College, Sector 10, on March 13, 2012. A case under section 147, 148, 149, 323, 452 and 307 of the IPC was registered against SOPU leaders, Lawrence Bishnoi, Amandeep Multani, Parveen Chaudhary, and three others.

On July7, 2012, SOPU leaders, Lawrence Bishnoi and Parveen Chaudhary, fired at NSUI members, Jaswinder Singh Jasii and Rakesh Kadian, at Nayagoan.

On July 10, 2012, PUSU members, Jivanjot Singh and Baljit Singh Chaudhary, shot at SOPU member Prabhjot Singh at Sector 69, SAS Nagar.
Similarly, on August 26, 2009, SOPU and PUSU members clashed over pasting of posters. Three gunshots were fired and a third-year student of UIET had injured during the attack.

According to the police, the report has been prepared to alert the local police stations to keep a check on the law-and-order situation and to beef up the security to thwart such violent attacks on the campus.

Deputy superintendent of police (central) Satish Kumar said, “We are compiling the data pertaining to criminal incidents that occurred during the student body polls in previous years, and similar such incidents in 2015, and as soon as the election date is announced, it will be sent to the magistrate to get the bail bond so that the elections can be held peacefully.”

Leaders' vehicles on police radar

The police have prepared a list of 55 vehicles, used by student leaders, during violence and at the time of elections. A strict vigil would be kept on these vehicles, and the list would also be sent to the university authorities.

Colleges not behind

DAV College, Sector 10, and SGGS Khalsa College, Sector 26, have topped the list when it comes to violence during the student body elections, with 16 criminal cases at Sector 3 police station, while four criminal cases at the Sector 26 police station.
