Shimla: The state government on Tuesday issued circular curtailing frequent tours of its officials as ministers and bureaucrats remain absent from the secretariat, especially during winters.
“It has been observed that work of public interest and grievances of general public are not being attended to on day-today basis due to frequent and long tours of officials,” a circular issued by additional chief Secretary Tarun Shridhar read. The circular has the approval of chief minister Virbhadra Singh and officials had been told to adhere to it strictly.
Soon after the winter session held at Dharamshala, several officials went on a holiday and some on tour out of the state.
For four days, when the assembly was in session, administrative officials were away from Shimla, leaving the state secretariat building deserted.
The circular stated that it had been observed that even secretaries were not available in the secretariat. “All the administrative secretaries should remain at the headquarters during tours of the ministers concerned except under unavoidable circumstances, so the official works does not suffer,” the circular read.
Even opposition Bharatiya Janata Party (BJP) had also hit out at the government saying that no official or minister was present in the secretariat and named it “bhoot bangla”.
