Software Glitch Leaves Over 1,500 Haryana School Teachers In A Lurch After Mass Transfer

Chandigarh: About 1,500 lecturers of government schools in Haryana are found to have been left in lurch after the state government transferred over 10,400 of them through a new computerised system under its new teachers’ transfer policy four days ago.

Haryana Schools Lecturers’ Association president Dayanand Dalal who took a delegation of the aggrieved teachers to the additional chief secretary, school education, PK Das, told  newsmen  that over 500 teachers were now posted “nowhere” in the state, especially those who had not properly filled option for their choice of posting.

“Also, there were many who had filled choice of their posting, but were denied the same as they had less weightage (marks) than others subsequent to which they were supposed to get adjoining areas and not far-flung ones,” Dalal said

They were besides the lecturers working in special institutions such as state council of educational research and training (SCERT), district institutes for education and training (DIETs) etc, who had been transferred but there transfers had been held back, he added.

When contacted, Das agreed that there some cases which had come to the notice of the department which will be addressed in the next few days.

He, however, maintained that the analysis of the transfers of the lectuers (also called PGT teachers) through new computerised system revealed that over 66% teachers were posted in their first preferred zone in state, 15% in second preferred zone, 9% in third preferred zone, 4% in fourth preferred zone and about 3% in the fifth preferred zone, thus evoking satisfactory response of most of the teachers.

The new teachers’ transfer policy is mainly based on the online applications of the teachers having worked at any place for five or more years, to opt on their own for any five stations in the seven zones of any of the 21 districts. They are given marks as per their age, reason for seeking transfer such as physical handicap, health or family emergency and record of their performance.

Seniors have more chances to have posting of their choice because of the weightage of their age. The policy thus aims at seeking all teachers to work in all the seven zones of the state, instead of sticking to one place for many years as used to be the case in the past.

Dalal, however, agreed that the new system will save a large number of teachers from running from pillar to post and often getting compelled to use methods of bribing and seeking “sifarish” (recommendation) of politicians to get a transfer.

On the question of the transfer of about 14,000 trained graduate teachers (TGTs) and about 25,000 junior basic teachers (JBTs), Das said it will be done separately in a day or two while these teachers will be informed to fill all the colums of their online applications carefully and not to leave any column blank.
