Shimla: Chief Minister Jai Ram Thakur today presented a Rs 41,440 crore tax-free please-all Budget for 2018-19 with focus on the farm sector and employment generation.
The fiscal deficit is likely to touch Rs 7.821 crore in the coming year. With revenue receipts estimated at Rs 30,400 crore and expenditure pegged at Rs 33,568 crore, there will be a revenue deficit of Rs 3,168 crore.
Of every Rs 100 spent on development, Rs 60.44 will be spent on liabilities, such as salaries, pensions, loan and repaying interest, leaving a mere Rs 39.56 for development works. The state’s projected growth rate is 6.3 per cent and the Annual Plan size Rs 6,300 crore.
“The challenges are too many, considering that we are left with a mere Rs 40 out of every Rs 100 for development works after meeting committed liabilities. So the thrust will be on resource mobilisation through mining, hydro-power and tourism,” the CM said.
With growing unemployment an area of concern, two schemes have been introduced for the more than eight lakh unemployed youth in the 18- 35 age group — the Mukhya Mantri Swavalamban Yojna and the Rs 75 crore Mukhya Mantri Yuva Ajivika Yojna.
The Budget has several new schemes for enhancing area under irrigation and for crop diversification through floriculture and bee-keeping. Several subsidies have been announced for farmers to help them access technology in order to enhance productivity.
