The national frenzies and whipping up of high emotions over Indian Air Force targeted surgical strike deep into Pakistan were somewhat subdued after Indian Pilot was captured by Pakistan a day later. After this incident, India had to care for its captured pilot and ball was in Pakistan court. Probably, mandarins in New Delhi were least expecting this. All of sudden, an offensive India looked defensive, so much so that it had to request Alphabet Inc’s (Google) YouTube to take down some videos showing Indian pilot captured by Pakistan. and call upon Islamabad to release him.
We may now ponder, have we lost the initiative ? Do India need to launch full-scale army and air attacks on Pakistan as being forcefully demanded by ex-defense personnel and "nationalists". It was very obvious from the moment news broke out over India attacking Jaish terror camps deep inside Pakistan and in the home district of Pakistan Prime Minister, Imran Khan that Pakistan won't go for a full war. A economically and politically bankrupt country can't fight a mighty and highly professional Indian Army. India is World's fourth military power, next only to US, China and Russia (according to latest Global Firepower). Pakistan is a distant 17, that too because of its nuclear weapons. Fighting a long battle with India will ruin Pakistan. Even. if Pakistan uses its nuclear weapons, the chances are, it will be wiped out. General Pervez Musharraf, Former President of Pakistan has lately candidly admitted "If Pakistan attacks, India could finish us with 20 nuclear bombs". PM Imran Khan and his army men seems to have read the writings on the walls.
In fact. Pakistan is more at ease with "proxy war" than a full-fledged war. It has seen the catastrophic repercussions of fighting a full war with India in 1971. The Kargil war in 1999 was not a full-fledged war but an armed conflict confined to Kargil and Pak army was badly defeated. Despite this, Islamabad has, to some extent, succeeded in hitting India at the part it hurt most. It has used terror as security doctrine. Pakistan has been pursuing this doctrine to pursue its military and geo-political interests by cultivating and funding terror outfits (called as Mujahideen or Jihadis). ISI, has been. specifically, given the task, The ISI gained global recognition in 80s when it supported the Afghan Mujahideen against the mighty Soviet Union during the Afghan War. It worked closely with then notorious CIA (Central Intelligence Agency) of the United States to train and fund the Mujahideen. Funds came freely from American and Saudi Arabia.
After fall of the Soviet Union in Afghanistan, ISI provided strategic support and intelligence to the Afghan Taliban during the Afghan Civil War in the 1990s. At the same time, it extended its operations to cultivate Kashmiri separatists like Syed Mohammed Yusuf Shah, known as Syed Salahudeen and likes. Salahudeen is the head of Hizb-ul-Mujahideen,a Kashmiri separatist terrorist organization. After being designated as a Global terrorist, he is being protected by ISI . So is Masood Azhar, the founder of Jaish-e-Mohammed and blue-eyed boy of Pak army and ISI.
There is no denying that Pakistan looks more comfortable with proxy war than fighting a full-fledged war with India. Even, if there is a war, Pakistan will never cease to prop up 'proxy war". India's biggest concern is how to make Pakistan kneel before it to stop Islamabad from fighting "proxy war", it has been relentlessly fighting with India Since eighties. It fought 'proxy war with India by funding and instigating "Khalistanis" in eighties, and in Kashmir since nineties. There is an considered view across the board that war is not a solution. What is needed is a all-out war: Military, Diplomatically, Economically and Strategically. No nation can afford to support Pakistan on terror as security doctrine. Not even China. Beijing may has its domestic compulsion to veto on Masood Azhar, but sooner than later, it has to support India even on Masood Azhar.
China is facing growing criticism over persecution of Muslim minority groups, huge numbers being held in internment camps.A UN committee, in August 2018, reported that one million Uighur Muslims and other Muslim groups are being detained in the western Xinjiang region, where they're said to be undergoing "re-education" programs. Though China denies the allegation, but it is afraid of 'Islamic uprising" and as such keeps Pakistan and its terror groups in good humor. It can't be for long. Its the best time to act as entire world is with us.
