Outsourcing Of Recruitment A Big Scam: Denying Deserving Job Seekers Opportunity

The system of outsourcing workers in govt departments, is a big employment scam to deny the meritorious applicants the job opportunities and a ploy to  induct party workers and close relatives of ruling class leaders. Otherwise, why should authorities go for outsourcing workers when there are already official recruitment bodies like Subordinate Services Selection Board  and Public service Commission are in place in every state. Under the garb of urgency of recruitment, a govt has no right to defile the institutions.  

The outsourcing govt recruitment is as big a racket as 'Kabootar Baazi' racket of providing fake supportive documents to visa seekers extracting huge amount in liu thereof from the gullible job seekers.   

More than 13,000 workers, outsourced from private firms and labour contractors, are manning various departments like health, education, power, revenue, public health, public works department etc, doing the works of clerks, peons and other grade III and IV jobs in Himachal.

Recently state govt allowed IGMC, Shimla, medical colleges at Ner Chowk (Mandi), Hamirpur, Chamba, and Nahan, Deen Dayal Upadhayay Zonal Hospital, Civil Hospital, Khaneri, at Rampur and Civil Hospital to hire nurses, laboratory technicians, Class IV and data entry operators on the outsource basis under the cover of  ensuring adequate manpower to handle the  corona paandemic situation. 

Earlier, in 2019 Irrigation and Public Health Minister, Mahender Singh  had announced in the state assembly that the Himachal Pradesh government was considering doing away the system of outsourcing workers for various departments in the state and employing them through  official recruitment agencies. 

He had then declared,"The entire house including the ruling and the opposition MLAs have realized that the outsourcing policy is not good for the state. The entire House and the government is concerned regarding this policy. We will consider doing away with the outsourcing policy". 

The government provides as much Rs 153.19 crores to the outsource companies against the services of these employees and the companies give Rs 130.10 crores to the employees retaining nearly Rs. 23 crore as commission.

There is no denying that  the outsourcing agencies were exploiting workers and it is most unfortunate that a govt of the people, by the people and for the people just foddering this exploitation.  

Unfortunately,  Himachal  government has no  rational plans either to do away with outsourcing policy and regularize the outsourced employees. 

It is to be noted that when work or human resource is outsourced, the contractors or private firms tend to maximise profits by going in for cheap labour and sometimes ends up hiring people with dubious background.There have been complaints of non-payment of wages, workers not being paid on time and other such issues. 

There are serious apprehensions that direct recruitment is a ploy to appoint the people having RSS background to infiltrate the establishment. This will help saffron paryy when BJP government is  out of office , only the RSS ideologues will rule in the  Government departments. 

Sooner this system is shunned, better for deserving job seekers.
