There is an old saying,' Money makes mare go". It can do anything even flout the laws. So it's not surprising that a drug peddler could easily get a license for trading drug. So is the case of Baddi based Zannet Pharmaceuticals’ owner Dinesh Bansal arrested recently for illegal drug trade.
He moved to Baddi in Himachal Pradesh in 2019 after his wholesale drug licence was cancelled by the authorities in Punjab for violating the Drugs and Cosmetics Act. He obtained a new licence from the Baddi Drug Control Administration for wholesale trading of drugs. None bothered to check his credentials. It is quite obvious as to why?
Bansal and his company manager Sonu Saini were arrested on Friday for running illegal drug trade via Zannet Pharmaceuticals. Bansal's company was largely dealing in narcotic drugs being traded through fake sales bills to fake companies in Punjab, Rajasthan and Uttar Pradesh. Bansal also owns a pharma company in Barnala. Investigations reveal that Dinesh Bansal had used his car bearing a Chandigarh registration number to transport drugs to Rajasthan, Punjab and UP.
This illicit drug trade executed by the firm in the last two years is reported to be of over Rs. 100 crore. A large haul of nitrazepam, codeine, etizolam and alpraz stacked in his unit has been seized by the Drug Control Administration.
Unveiling of this narcotic trade has exposed the deep holes in the corrupt "babudom". The so-called industrialization in Himachal has benefited unscrupulous people more than the local people. The " Bandar-ban" of industrial plots, state and central incentives and permits & licenses just tell the story how deep is the corruption here.
Look at data. As many as 41 Industrial areas and 15 Industrial estates have been established in industrial areas of Baddi, Parwanoo, Kala Amb, Paonta Sahib, and Gwalthai offering services and facilities required by the different industrial units under the single roof.
Industrialization plays an dynamic role in lifting up the local economy. Some impact of industrialization in Himachal Pradesh, was witnessed following the special package of incentives extended by the Government of India in 7, January, 2003. It was enhanced in 2004 providing more incentives such as tax concessions, concessional rate of electricity duty, special incentives for establishing industrial units in the backward and tribal area of the state. Incentives for training and development of man power in the state were also given.
However, lack of cost-competitive infrastructure was one of the most critical factors constraining the competitiveness in the state. Between 2002-03 to 2014-15, the number of industrial units increased from 29,672 to 40,429 (36.25%), employment from 156296 persons to 284599 (82.08%) and investment from Rs. 70922.59 lakhs to Rs. 712033.62 lakhs (903.9%). This just highlights the impact of incentive package on the development of state economy.
However, the industrialization came to standstill after the withdrawal of the central incentives. Most of industrial were there to eat up the special incentives. As of now except the Pharma hub in Baddi, all others areas and estates are just on papers.
Honestly speaking, the industrialization has only benefited the corrupt "babus" and politicians. Local people hasn't been benefited, says a study. The latest 100 crore narcotic trade underlines this.
