Elante Mall Parking Blues: Contractor Treated Lightly, No Heavier Penalties

Chandigarh: The Vigilance report into the overcharging and other violations by paid parking lot contractor of Elante Mall, reveals that no challans were issued for violations which carry heavier penalties.

The report reads, “The scrutiny reveals that no challan has been issued for a violation under Section 16 (5) (allowing commercial activities in the parking lot) of the terms and conditions, which carry much heavier penalty nor any observation was given that no such activity was found in the parking area”.

As per terms and conditions, there was a clause of penalty of Rs 5,000 per day for carrying out commercial activities in the parking lot area.

The report further reads, “The scrutiny of record also reveals that after issuance of the challan, the same was put up before the MC Additional Commissioner, but the challan performa was never looked into thoroughly in order to have good control over the contractors, in public interest”.

“It is also revealed that no effective supervision of senior-level officers seemed to be there in the inspections conducted by the junior staff,” the report reads.

The UT Vigilance Department, in its inquiry report submitted to UT Adviser Vijay Kumar Dev on Friday, had recommended suitable departmental action against MC Additional Commissioner Sarita Malik, Enforcement Superintendent Kashmira Singh, Inspector (Enforcement staff) Sunil Kumar and Sub-Inspector (Enforcement staff) Darshan Pal Singh. However, no action was recommended against the contractor.
